I not super seasoned on Pathfinder so I have a question about the Harrower Prestige Class on page 276 in the Inner Sea World Guide.
It states:
"When a harrower gains a level, she gains new spells per day as if she had also gained a level in a spellcasting class she belonged to before she added the prestige class. She does not, however gain any other benefits a character of that class would have gained. This essentially means that she adds the level of harrower to the level of whatever other spellcasting class she has."
So the way I'm reading this is, that say the PC had 5 levels in Witch, took a level in Harrower, she would level up her spells gained and spells per day as if she had taken a 6th level in witch, and she is considered to have 6 levels of Witch when determining class level. She essentially levels up only the spells portion of taking another level in Witch.
Am I correct, or completely off base?

Actually the familiar does get stronger. Familiar is based specifically off of caster level -- not class level.
However beyond that even:
The familiar will continue to get more hit points from you, have their saves improve and have better BAB and skill usage as you level up since he uses your stats for such things (or a derivative of them).

Do you know were in the book it says this, I can't find anything one way or the other?

Which one of those sentences are you specifically looking for information on?

Were does it say that the Familiar is based off of caster level, not class level?
Familiars
A familiar is an animal chosen by a spellcaster to aid him in his study of magic. It retains the appearance, Hit Dice, base attack bonus, base save bonuses, skills, and feats of the normal animal it once was, but is now a magical beast for the purpose of effects that depend on its type. Only a normal, unmodified animal may become a familiar. An animal companion cannot also function as a familiar.
A familiar grants special abilities to its master, as given on the table below. These special abilities apply only when the master and familiar are within 1 mile of each other.
Levels of different classes that are entitled to familiars stack for the purpose of determining any familiar abilities that depend on the master's level.
The bolded area is basically saying any class levels you take that don't have a familiar as a class feature don't advance the familiar.
It should also be noted that class features only advance due to class levels in that particular class unless otherwise stated. If that were not the case you could take one level of druid or rogue as an example and continue to get sneak attack damage or a better animal companion.
