I posted this in another section and I think it was the wrong one so I'm reposting it.
I am playing in a homebrew game and decided to make a Dhampir Rogue. He's currently level 3 though I'm having trouble figuring out what path I want him to go down as far as feats/abilities are concerned. Here is all the relevent information
Name: Damar
Ability scores(in order): 14, 18, 13, 17, 12, 14
Feats Selected: Two-weapon fighting, Weapon Finesse(from Rogue talent I think)
Rogue Talents: Silent Hunter
Traits: Fencer and Rich Parents
Weapons used: Keen Rapier(main hand), mw Dagger(off hand), and Light Crossbow
Armor: Mithrial Shirt
Archetype: Burglar
Background: Damar is the product of a forbidden love and does his best to hide what he is from those that don't know him(pretty much everyone that isn't in his party). He spent the last 30 years of his life(he's 120) living on the outskirts of a small village only going in town at night to decrease from what little wealth the town had. The town was recently attacked and he had to flee for his life where me met up with the only four towns people that knew what he was(thank you lazy DM). They are currently trapped in a valley which is undergoing a three sided war(Barbarians vs Drow vs Outsiders(tieflings)) and on his first night in town he was arrested by the Barbarians as a suspected Drow spy. He was freed from the towns stratigist, a wizard that is being held captive by the barbarians. After some difficult conversations between the head of the barbarians and the town strategist it was decided that our group should go forth and try to gather information on the other two main camps in the valley. I think it will be up to Damar to get this information out of people.
If your wondering the other classes in the party are: Sorcerer, Fighter(Sword and board) and Fighter(archer), cleric, and if we get the 2 new players that the DM is planning on adding probably a Druid and a mainline fighter of sorts.
When in combat I would like him to be able to two weapon fight and flank for sneak attack. The way he's built now he gets 3d6+d4+3 if all his attacks hit and he's flanking. When out of combat he's going to pretty much focus on hiding his true self from those in the valley(disguise checks are his friend) and when no one else is stepping up he will use his decent other skills to talk to people.
Any suggestions/ideas would be greatly appreciated.

He's the skill monkey. The other classes don't have his class skills, so disable device and other rogue-only skills will give you a chance to bypass some traps, open some locks, etc. You also get all the social skills. Bluff will help you hide your identity, and diplomacy can get you out of some tight spots, too.
Ask yourself "What can my rogue do that the other characters can't do as easily?" TWF and flanking is fine, but you seem to have enough fighter types to handle melee. You can do things they don't have the class skills and points to do.

It sounds like you're in a lot of political situations where in-the-open ambush tactics might come in handy: consider Catch Off-Guard plus a suitable improvised weapon prop.
People often forget that there is a third source for sneak attacks: flat footed from initiative, flanked, and ... flat footed from HIDING (you know, what sneak attack used to be). The more you can re-hide in combat, the more sneak attacks you can employ without help from others (although others really help re-hiding). The major magic rogue talent can get you vanish. Do whatever you can to enable a mid-combat re-hide.
If a your party ends up heavy on damage, try and find other ways to contribute. Rogues can be damage dealers, but it sounds like your GM has a lot of political elements. You don't have be a diplomat — some investments like the APG's "steal" maneuver could be pivotal in a three-way war scenario... enabling plans like "you brutes distract him and I'll steal the ambush plans" or whatever.
Just some thoughts.
EDIT: Dodge -> Mobility -> Spring Attack is also a tempting route for your current build.

Thanks for all the advice and so quickly also. I've been investing heavily in skills like Diplomacy, Bluff, Stealth, UMD, and so on. I'm actually thinking about going Master Spy, Assassin, or...I can't remember the third Prestige class I was thinking about but if I get enough great suggestions I might stick with straight rogue.
I've been trying to hide in combat but my DM keeps forgetting about why I want to do it. "Sure there are places to hide...see that huge rock over there(4 squares away and where no one is with in mele range to sneak attack) go hide behind it if you want to hide otherwise do something else productive" is what he usually tells me.
I might look into Dodge, mobility, and spring attack and i also want to read into the steal ability. I doubt anything we'd be fighting right now would have plans on them(my dm likes to make things "challenging").
Anyone else got any input?
