Screaming Bolt list CL 5th level (page 475) and it lists it as a +2 magic items
Why does it list CL 5 ??
Doom spell is 1st level cleric spell ( Minimum caster level 1) = CL 1
The +2 Bonus x 3 = CL 6
Why does this item not have CL 6 listed as the description. ??

For weapon the caster level is only twice the enhancement bonus for actual enhancements such as +1, +2 and so on. The special abilities have their own CL that was decided by the devs.

For an item with only an enchantment bonus and no other abilities. the caster level is three times the enchantment bonus. If an item has both an enhancement bonus and a special ability, the higher of the two caster level requirements must be met.

Added a bit of bold to your quote. Wraithstrike is correct. The rule you quoted only applies to straight enhancement bonuses. Screaming is a special ability and its CL is determined based on the spell used and other esoteric formulae.

But it says that the Screaming Bolt is a +2 bolt, meaning that you get +2 to attack and damage rolls, that means that it's a +2 "weapon" and has a special ability.

The magic items were copied and pasted from previous rules.
The new enchantment rules are a Pathfinder creation.
The magic items stat blocks were not created using the new enchantment rules.
You cannot reverse engineer the existing magic items using the new enchantment rules.
They are listed as they are cause nobody bothered to modify them to match the new rules. There is no real reason for this other than backwards compatibility and balance.

2nd ed = Did not list CL for items. (just checked)
When they went 3.0/3.5 = They added the magic rules and CL for the items. The rules for CL is the same in 3.5D&D as it is in Pathfinder. (juck checked)
3.5 Listed the same rules for CL for both spells and Enchantment bonus as Pathfinder.
The magic items was a Copy and Past.
But this still does not explain why the CL for the magic items is so far off on so many magic items. It is like they made up the rules, but not everybody followed them when redoing the 3.5 magic items.

So if the existing magic items were giving CL in 3.0, and the new rules were added in 3.0 for CL, why did they not double check and make sure they were correct.

Assuming you were following the magic item creation rules correctly for Pathfinder or ( For D&D 3.5 = Just checked ).
