Hi, last night my group fought against 6 medium fire elementals. One of them managed to set on fire the half elven female ranger, who failed the reflex saving throw: anyway, during his turn, the 3rd level dwarven druid cast "Create Water" to put out the fire via pouring rain: do you think it should work? According to me, yes, also because a 3rd level druid can create a 6 gallons pouring rain: what do you think?

Long answer: A fire elemental isn't a conventional fire; it's a living creature composed of elemental fire. Consider that it can persist indefinitely even without a fuel source to burn. Another point to remember is that water doesn't automatically snuff out fire; a bonfire can continue to burn even in the rain, especially if the rain is short lived.
The bottom line is that a mere cantrip just isn't powerful enough to seriously harm any creature. My suggestion would be to apply another cantrip's effects to the fire elemental; perhaps causing 1d3 points of damage with a successful ranged touch attack (as if it were acid splash) or causing it to become fatigued on a failed Fortitude save following a ranged successful ranged touch attack (as if it were touch of fatigue). That way your druid player nets some sort of result for her efforts, though certainly not the auto-kill she might have been hoping for.
I think you misunderstood vale73 question, The druid put out the fire in the half-elf.

The elemental cause a normal fire with the Burn ability.
As the fire can then be put out by rolling on the ground (to smother the flames), I would think you could also smother the flames with water.

Putting out fires created by a fire elemental with Create Water will work. At the minimum it should allow a new reflex save.
Putting out a fire elemental would require something more along the lines of Quench.
