No need for a ruling... They're not on the Summon Monsters table and the calling spells specifically say that they only call outsiders from other planes. If the outsider is "Native" that means it's native to the Prime Material plane and not summonable through normal spells, unless the spell specifically has an exception in it's description.

Could you summon a native outsider if you are not on the Prime Material?
