Determining Intelligent Item Caster Level

When creating an Intelligent Item, who can cast spells, how is the caster level determined? I looked in the intelligent item section but I can't seem to find it. Can anyone tell me how this is determined / point me to where this is stated in the core rules book?

It's a broken mechanic, but by RAW its the CL of the item.

Thus a pearl of power makes a better intelligent item for casting (CL 17) than say a belt of str (CL 8).

Theres been a lot of confusion on crafting items and crafting magic items and them crafting intelligent magic items. I work it like this:

1) craft mw mundane item

2) Add magic to mw mundane item

3) apply intelligent modifiers and costs.

the CL will become apparent as you build it.
