For some reason I can't seem to grasp the harrow deck rules when I read the player's guide for Carrion Crown or CoCT. Do the AP's modify how the deck works?
The Harrow Deck itself is a tool with lots of uses. The two APs we've published so far that incorporate the Harrow Deck each present different ways to utilize the Harrow in an adventure, both of which are different than those given in the Harrow deck's booklet sold with the actual product. This is on purpose and by design—we want to encourage GMs to come up with new and creative ways to use the Harrow deck, after all, so we're trying to lead by example.
As for how Harrow Decks work IN game... that's more or less nailed down. The Pathfinder RPG rules for that appear in the upcoming Inner Sea World Guide.

There's also the Harrower prestige class, Harrowed feat as well as the Harrowing spell which all introduce altogether different mechanics for incorporating the Harrow into game play.
Personally, I'd like to see a variety of new Harrow spells; some better suited to spontaneous casters who'd benefit from a spell that's worth casting several times a day.
