Core Rulebook, Page 213/214. For spells with TARGET(S) you have to SEE or TOUCH the target. For Area spells the text is:

Regardless of the shape of the area, you SELECT the point where the spell originates, but otherwise you don’t control which creatures or objects the spell affects.

I don't want to open Pandora's Box, but does SELECT mean you have to see the point (grid intersection) or can you cast the spell even if there is intervening fog or darkness?

That goes to the Line of Effect statement.

All you need is Line of Effect and some sort of description of the point you want the spell to go off. So yes, you can blow up stuff that's inside a fog, but cannot fireball someone behind a glass window.
