Question about cost of magic arms and armor

Ok this might seem a little noobish but for some reason i can't seem to find an answer, so the cost of a magical weapon or armor or shield has the price for masterwork quality factored in or not?

Cost of a +1 Longsword = 15gp (longsword) + 300gp (masterwork) + 2000gp (+1 enchantment)

Total = 2315gp.
