No, they can though make alchemical items via the craft alchemey skill and certain poisons.

1) No, item creation is not allowed with very limited exceptions.
2) edit: Cost for purchase assumes brewing by a wizard, cleric or druid. Level 0 and 1 potions of caster level 1 are always available, level 2 or 3 potions must respect the maximum for purchases based on PA or have access from a chronicle sheet.

Well crap. That is weak. That means the extend potion discoveries for Alchemists are virtually worthless in PFS, no?
EDIT: Although I suppose you could leverage alchemical allocation on a couple of low level ones, maybe.

It means the potion's spell level. The caster level is always the minimum needed to cast the spell: 1st Caster Level for a level 1 spell, 3rd Caster Level for a level 2 spell, and 5th Caster Level for a level 3 spell.

All potions purchased (unless noted on a chronicle sheet) are minimum caster level. The level he was referring to was the spell level of the potion.
2nd spell level potions, such as Potion of Bear's Endurance will require you have 4 PA before purchasing (2(spell level)*3(caster level)*50g(potion price modifier) = 300g)3rd spell level potions, such as a Potion of Displacement require 9 PA before purchasing (3(spell level)*5(caster level)*50g(potion price modifier) = 750g)

Got it. So I suppose the plan is to select a 2 or 3 level potion that is handy to always have up and just buy it once and then use alchemical allocation with the enhance potion discovery to use them constantly going forward.
I guess I would use Alchemical Allocation to keep Haste up continuously from level 4 forward. That is pretty sweet, actually.

Nope, Mage Armor will not stack with normal armor, it is whichever one provides the higher Armor Bonus to AC, although Mage Armor's bonus will apply against Touch Attacks, unlike Studded Leather (without Ghost Touch).

Craft(Alchemy) allows you to create alchemical items, such as acid flasks, alchemist fires, thunderstones and some poisons. You cannot create magical potions with the Craft(Alchemy) Skill, although there is a discovery the alchemist can learn that allows them to pass their infusions, which take the form of potions, to other people, which must be used within a limited time period.
As a note, item creation feats, including Brew Potion, are not allowed in pathfinder organized play.

To go a step further with the reasoning, Mage Armor generates an armor bonus for the recipient. All armor also applies an armor bonus. Since bonuses of the same type do not stack, you will get the higher of either the studded leather or mage armor.
A better comparison would be a character with scale mail and mage armor stacked. Under most circumstances, the +5 armor bonus from the scale would apply; however, in cases of incorporeal effects where normally the armor is bypassed, the force descriptor of the mage armor would be higher and the recipient would have +4 armor bonus.
