Controlling Undead - choosing targets?

Rules Questions

On the German PF boards, the question was raised if a cleric who can control undead can choose his targets, or if he starts with the lowest HD undead and works his way to the higher ones? I had the idea that, as channel energy is a burst, control undead should be as well, so he starts controlling the nearest undead and works his way to the farther ones. I did not find any definitive answer in the rules so far. For the record, I´m fine with giving the cleric the choice of targets, but I´m interested in an official ruling here.

Dotted.
I'm curious too :)

Rule-wise, I am quite certain that it is the cleric's choice of targets.

The spell is not an area spell, but a targeted spell, so he choose which to target and possibly affect when he cast the spell. It is just like casting a mass spell of any kind: you choose the targets of the spell. If the chosen targets resist the spell, then it is lost.

If it was an area of effect spell, it would make more sense to have it affect the lowest hd undeads first, like the sleep spell does. But in that case, the spell would get new targets, if the lower hd undeads resisted their save.

I believe it starts out with the highest HD undead in the area. If there are multiple undead with the same amount of HD, it affects the closest one. If they are the same distance away, roll randomly to determine which is closer.

You are talking about using the Command Undead feat via Channel Energy, right? I actually looked this up the other day, and I am pretty sure that is correct... though, with a cursory search just now, I cannot find where I read that information.

EDIT: Although, I wonder what happens if the first undead affected are able to resist the feat? Is that amount of HD wasted? Or does it roll over to the next possible undead that can be affected?

If you can target specific undead I would assume that there is no roll-over. But if it works like a burst with the potential to affect every creature in the area, as a burst does, I'm not sure.
