What are the drawbacks, if any, to making a magic items with command words.
A player in one of my games came to me with the idea of creating a whip with a command word to have it cast lightning grasp CL 5. It adds 5d6 damage. No matter the cost it seems a bit over powered. Are there some rules that I'm not seeing that restrict the use of the item or have some drawbacks?

saying the command word takes a standard action. you couldnt make a normal melee attack in the same round. so if you're not letting them make a touch attack in the same round with the whip they can only use it every other round.
if it were a ring i could see them getting a free touch the same round, but i can see the dm ruling they cant make a 15ft melee touch attack with the whip the same round
