Using Permanency involves two spell: the original spell and then Permanency. Here's my question, does the caster of Permanency also needs to be the caster of the original spell? At first glance of the spell description, that seems to be the case:
"This spell makes the duration of certain other spells permanent. You first cast the desired spell and then follow it with the permanency spell."
and
"You can make the following spells permanent in regard to yourself. You cannot cast these spells on other creatures."
However, my friend pointed out that Magic Fang is a druid/ranger/summoner spell while Permanency is a Sorc/Wizard spell.
Of course, there are certain ways of getting around this. You can multiclass. There is also the Bard's Expanded Repertoire. But these seems like niche methods and not something a standard sorc/wizard would/can do. The only easy way is to have a druid/ranger/summoner cast the Magic Fang, then a sorc/wizard follow up with Permanency.

The 'you cannot cast these spells on other creatures' line refers to the spells in the first table (arcane sight etc), as opposed to the other two tables (you or creatures, you, creatures or objects).
As for the general point of someone else casting the permanenting spell, by RAW you need to cast it yourself, which causes problems, although not insummountable (UMD, scrolls just about...). Personally I'd allow it, and I'm gonig to FAQ your post to get more clarification.

I'm with the RAW of the spell seems to say both must be cast.
However my two friends insist that isn't the case. The whole it doesn't say you can't specifically deal.
Since scrolls are a thing it would seem you could do just about anything you wanted as long as you are casting the spell.
I don't allow it in my games. If you are the caster you can on yourself, however if you can't cast the spells yourself you can't do any on those lists.
Why would any caster make a scroll of permanency? They wouldn't that is just crazy talk.
