Lance: A lance deals double damage when used from the back of a charging mount. While mounted, you can wield a lance with one hand.
Unless you have three or more arms or an animated shield, a lance does not count as being wielded two-handed when you also wield a shield. You have to actually put both hands on it for it to be wielded with two hands. It's sort of like the Bastard Sword. Normally, it takes two hands to wield. Under special conditions (in this case, the expense of a feat) it can be wielded with one hand. However, it's still wielded in one hand. So, for the purposes of Strength bonus to damage, it is treated as a one handed weapon. A lance has similar wording. When you walk around on your own two feet, a lance requires two hands to properly wield. When you are on a mount (the special requirement), you may wield it with one hand. However, it is still only being used in one hand.
All that said, you would apply your Strength modifier (not 1.5x your Strength modifier) and -4/+8 power attack. However, if you are on a mount, you get to apply 2x damage while charging.

If so:Say for level 12
When I charge with a lance using power attack it is strength X1.5, -4/+12 for power attack, and not strength X1 and -4/+8?

No. Count as one handed. -4/+8... but you do double damage, so if you hit, 2d8 + (STRbonus x 2) + (8 x 2)
