Nothing. They do not qualify for a bonus spell, so they need to wait.

Since she doesn't have a bonus spell, she has to wait until 5th level. However, she does have a caster level at 4th level, and is now able to use scrolls of spells that are on her spell list.

Good point about the scrolls. So I'm assuming the Ranger can't use a Pearl of Power then until they are actually able to cast spells from memory?

a pearl of power lets you recall one spell that you have prepared and cast that day... if you can't prepare any spells the pearl of power would be useless to you.
