I could be wrong, but I believe a saddle is not necessary to ride anything that can be a mount. Having a saddle makes it easier though. An eidolon with a saddle would definitely need an exotic one.
Special: If you are riding bareback, you take a –5 penalty on Ride checks.
Saddle, Exotic: An exotic saddle is designed for an unusual mount. Exotic saddles come in military, pack, and riding styles.
Saddle, Military: This saddle braces the rider, providing a +2 circumstance bonus on Ride checks related to staying in the saddle. If you're knocked unconscious while in a military saddle, you have a 75% chance to stay in the saddle.
Saddle, Pack: A pack saddle holds gear and supplies, but not a rider. It holds as much gear as the mount can carry.
Saddle, Riding: If you are knocked unconscious while in a riding saddle, you have a 50% chance to stay in the saddle.

I'd be inclined to say no, you don't need a saddle, your Summoner is forming the Eidolon to be the perfect mount after all. That's just IMHO though.
This might be something that needs an official ruling, because I can see the argument going either way.
Agreed that you would normally take a -5 penalty riding bareback (though you can still do it), but personally, I would houserule that the summoner can shape his eidolon well enough to make it comfortable to ride, eliminating the penalty (or at least reducing it to a -2!)
