Correct. Glitterdust affects the creatures in its area when cast. The duration is the number of rounds that those creatures are affected, not the number of rounds that the area is affected. Think fireball instead of Sleet Storm.

It is also how long the whole outlining lasts right?

The glittering particles last for 1 round per caster level. There is no save to avoid that or to end that effect. The blindness lasts for UP TO one round per caster level, until the target makes a Will save.
