I assume the gunpowder is not the smokeless variety. So where is the cloud of smoke after each shot to provide concealment for the Gunslinger? The smoke cloud forms after his attack is over and lasts until the beginning of his next turn of course. So 20% concealment chance sounds appropriate for the Gunslinger's square. Add 10% per additional shot and now we are talking.
[pet peeve]Why do people roll 2d10 for percentiles divisible by 5? If a number is between 10-100 and ends in a 0, roll a d10. If a number is between 5-100 and ends in a 5, roll a d20.[/pet peeve]

That sounds like a great rule, and something which gives fire-arms a minor benefit. Of course, if you WANT to be targetted by an ally´s touch, etc, you can 5´ step or move to a diffent square if you want. Then again, what if you´re Full Attacking... Would the smoke from the first shot force a Miss Chance on subsequent shots... But it could be specifically worded so that doesn`t happen... Maybe Gun Full Attacks with more than 1 shot would make the smoke persist into the next, forcing you to move next round to not suffer the Miss Chance.
