Guiding star says whenever you can see the open sky at night.
Do these conflict? With a 30' vision can he ever see "the open sky".
I see no reason why not. It gives you some great chances to describe the world from the view of that character...
Maybe when they are outside at night, they see 30' out, then all they see is the night sky. So it appears, from the character point of view, that they are traveling on an island in the middle of the stars at night. I have thought about playing an oracle of the heavens with the clouded vision curse, it just means that you need to be creative to explain how it works.
BTW, that description also helps to explain this revelation:
Star Chart (Ex): Your copious notes contain a working model of the night sky expressed in artistic scribbles and arcane mathematical formulae. Once per day, you may spend 10 minutes contemplating your star chart to gain the benefit of the spell commune. You must be at least 7th level to select this revelation.
Since all you see at night past your 30' is the stars, you have had a lot of time to study them.

don't think of it mechanically, think of it realistically. A person with clouded vision can still see past 30 feet, just not well. Past 30 feet the oracle would not be able to distinguish one orc shaped blur from an elf shaped blur. It's not like their vision just stops.
So they can still see the night sky. Maybe blurry, but still.

Yes... he can see the stars he needs to see if the sky is unclouded, but he won't be seeing anything else. How does it work? it's a mystery. :)
