I would say that they all become dazed for a round (1st level spell).
Normally they are careful to indicate when an affect only works on one/first creature affected by the spell. With this one likely to be used on such spells as fireball, I don't see how they could not have placed the limitation if they wanted it there.

So would allow each creature a will save.
As DM might just roll the save once. Then check it against the Will save DC vs of all creatures involved.
