Well I play pathfinder (goes without saying), and I am kinda in a pickle in game. I'm a level 6 halfling rogue, I'm mostly stealth based and I'm chained in a dungeon with my arms chained to the ceiling and my feet chained to the floor. A group of girls known as the sisters are about to walk in rape me and then kill me! I have 15 sleight of hand and 11 escape artist. Any suggestions? Also i forgot to mention I'm naked lol kinda important.

Are you solo? or is there more in your party? Maybe give more on your build and how you ended up in your jam. Also, what else do you know about your captors, and what is the rest of the rooms environment.
Otherwise, my suggestion is work on your background for the next character. :P

Seriously now: How long until the rape-kill crew arrives? If it's more than 2 minutes, you can take 20 on your escape artist. If they come in while your trying, then start rolling and praying for the best. If time is unknown or less than 2 minutes, you may want to first try taking 10 (which takes the same amount of time as a regular rolled attempt) to see if you are able to calmly wriggle free... though it's up to GM interpretation if you can as: "When your character is not in immediate danger or distracted, you may choose to take 10." If it were me, I'd say you could so long as they were not entering at that moment. The moment the door starts to open, panick would likely set in, making taking 10 impossible.
All else fails, pray your companions or some NPC heroes rescue you.

11 escape artist and enough time should get you out of bonds at DC 31, so that's your first, best, option.
If you can't get free of your bonds, you're stuck there until something changes, so keep your eyes and ears open for anything or anyone who may be of assistance.
Failing any other opportunities before the sisters arrive, they're your best chance of escape. It's probably quite difficult to rape a halfling suspended between floor and ceiling by chains, so they'll have to unhook you.
Hold an action to attack the person who releases you?
Save your action for the first person you can get sneak attack against?

Some good advice here. You might discuss with your DM whether or not there are some situational modifiers you could get to your Escape Artist roll. Maybe you could relieve yourself on the footcuffs in an effort to get a +2 or +5 bonus? With your feet free, swing upended using your feet to hold onto the arm chain(s) and work on removing your hands.
As an alternative, you could investigate the chains suspended from the ceiling. Are they imbedded into the ceiling, or suspended from hooks? If the latter, once you get your feet free perhaps you could climb up one of the chains and unhook one first then repeat for the other?
The difficulty in taking 20 is it could take up to 8 minutes (2 minutes for each of 4 chains) and you may or may not have that much time. Try taking 10 first, then looking for situational modifiers, then looking for environmental enhancements. Good luck!

Well if you had to pick ways you gotta go...there are worse exits in mind.
