You increase unrest by 2 if you have BP in the bank?
No, you increase unrest by 2 if you have negative BP. This is from the Consumption subphase but it fits in at the end of the Upkeep phase.

[Edit] By the way, feel free to edit and/or redistribute the file as you see fit. It was created in MS Visio and imported into Adobe Illustrator for a few visual touches.

I have uploded my copy to Dropbox, HERE. I am about 90% sure that it is the pdf that DigMarx posted. As it is based on OGL rules, it should be ok for me to leave it there, unless DigMarx asks me to take it down.

The kingdom building rules in Ultimate Combat are slightly different in the order that things go and numbers than in the original rules found in Rivers Run Red.
Here's a flowchart I made based off of the UC rules as found on the PRD. Note that it's fairly simplistic and "Step 4: Events Phase" is not included (preroll that!).
