In the APG, judgements state that's they grant a bonus based on level. For example, Destruction grants +1 dmg, +1 per 3 levels. So, for example, at 12th level destruction would grant +5 damage.
However, the later ability, Slayer, seems to indicate that 5 damage would be the cap of Destruction at this level (even though Slayer is 17th level, I know just trying to make examples). True Judgement seems to further confirm this, as it says that, "once the attack is made, all bonuses from judgement reset to those granted on the first round."
As I read this, I interpret that all judgements start at +1 (+2 for some like Resistance) in the first round judgement is used, then increase by +1 each round until they reach their cap. This is based on the play test rules, except the play test capped everything at +3, regardless of level.
Am I reading this right, or is there something elsewhere that indicates that judgements start at their full indicated bonus?

Not sure what you mean here. The Slayer ability says
Slayer (Ex)
At 17th level, an inquisitor learns to focus her judgment. Whenever an inquisitor uses her judgment ability, she must select one type of judgment. She is treated as if she were 5 levels higher for the purposes of determining the bonus granted by this judgment. Unlike other types of judgment, the one enhanced by this ability cannot be changed for the remainder of the judgment.
So the destruction ability would add +8 damage i think

That' odd. I checked your link, and what you said is accurate. However, in the hardcover Advanced Player's Guide is states...
"At 17th level, an inquisitor learns to act quickly in combat. Whenever an Inquisitor uses her judgement ability, she can select one of her judgements - that judgement grants the maximum bonus from the first round of combat onwards. If the judgement is changed during combat, it resets as normal."
Also, comparing my above post against the link you provided me, It seems True Judgment has also been changed. The true judgement in your link simply says it can not be used again for 1d4 rounds. In the book, it says it resets all judgements to the bonus granted on the first round of judgement (except slayer... Book version of slayer anyway).
It seems to me that the book is trapped in limbo between the play test rules and what ended up in the SRD. Anyway, your link provided me with the answers I needed, thank you for your help :)

You should download the errata to the APG. There were quite a few errors made in the transition from the beta Inquisitor to the Release version, involving the change from a variable bonus to a constant one. In all cases, the intent is for the bonus to be constant (or rather, based on effective Inquisitor level, instead of time).
