Can any party member with a decent Spellcraft check use the Aid Another bonus to help an Item Crafter? Or does the helper also have to have the same Item Creation Feat?
In cases where the skill restricts who can achieve certain results, such as trying to open a lock using Disable Device, you can't aid another to grant a bonus to a task that your character couldn't achieve alone. The GM might impose further restrictions to aiding another on a case-by-case basis as well.

I would say no. In order to help someone you have to have the ability to do it yourself if left to your own devices. Someone with the fly skill, but not the ability to fly, would not be able to help another flyer on their check. I would say in a similar way they would not be able to help enchant a magic item unless they could at least attempt to enchant an item themselves.
