A partial quote of Shield of Faith is:
"The spell grants the subject a +2 deflection bonus to AC, with an additional +1 to the bonus for every six levels you have".
Note, the spell's descriptor does not mention for every six caster levels. It merely states "every six levels". A majority of spells that use "caster" level as the basis for scaling state "for every X caster levels", but not Shield of Faith.
Questions:
Is this intentional seeing has a cleric can't benefit from ROPs and SoF?
So as a Rogue6/Cleric1 (Cayden Cailean, with Travel/Good domains) this means that Shield of Faith provides a +3 deflection bonus at level 7?

I'd think it is supposed to be caster levels, and it is just a ommision. If it was indeed character levels, I think it should be written directly.
In the alpha and/or beta, there were several abilities (such as school and domain powers) that only wrote levels, not cleric/wizard or caster level, but they were corrected as mistakes.
I don't know that it should be intentional, but I think you should take caution before drawing that conclusion.
