My word count is over the 300 word limit. Would it be okay to reference other sections in the book to avoid writing details in order to lower word count?
For example I want to reference part of the description of a spell so that I don't have to go into detail in my item description. However, the rest of the spell description is not actually relevant as the item functions differently in regard to some aspects of the spell.

Well, don't forget the auto-reject rules:
Wondrous Item auto-reject advice #24: Item repeats existing rules text in its descriptionIf your item is repeating part of a spell, just reference the spell name. For example, "The wearer of the crown can change shape as per the alter self spell, but does not gain any abilities of the new shape". This tells the user to use all the rules of that spell except for the abilities part.
