What kind of action (or non action) is it to use the bluff check to create a distraction to hide?

Agreed, it's most similar to a feint (though is not one) and would otherwise default to a full round, which would defeat the purpose.

Stealth is usually not an action, since it depends on other actions. Moving to a place where you can conceal yourself is a move, then you make a Stealth check to see if your opponents noticed you doing so.

Yes ,stealth is part of movment not the general move its self.
