Starsoul bloodline (APG) + elf = more low-light vision?

I'm starting a elven sorcerer with the Starsoul bloodline (from APG). At L 3 this bloodline provides low-light vision. As an elf, my character already has that ability.

So my question is as follows: does the character not gain any bonus on that account, or does the range of the low-light vision increase (from x2 to x3 or even to x4)?

Generally speaking, unless the abilities state specifically (and many do) the two abilities overlap and you gain no benefit. This could be the lack of an errata or intentional, but RAW you don't gain anything. It wouldn't be a hard sell to offer low-light x3 instead of x2, since that's the standard for stuff like this.

Definitely speak to your GM about this. As stated, the abilities would overlap per a strict interpretation of the rules, granting no additional benefit, but increasing the distance of the ability doesn't seem too out of place in this instance.

By actual RAW, there is no mechanic for stacking low-light vision, so essentially an Elf with Starsoul bloodline has the same vision as a Human.

Which seems about right to me as in outdoor vision it's pretty much an open deal and I can't see magnifying low light vision in a dungeon setting.

By RAW they don't stack. Though in my game I'd give 4X low light instead of 2X because it just makes sense.
