Can a Sorcerer use higher level spell slots to cast lower level spells?

Can he choose to use a second level spell slot to cast a first level spell?

If his CHA isn't high enough to cast say 3rd level spells could he use the 3rd level slots to cast spells of a level his CHA is high enough to allow him cast?

I disagree with the answer to your 3rd question, Pindar.
My reasoning is, that since the sorc does not qualify for 3rd level spells and thus doesn't get them in the first place he cannot use them to power lower level spells.

Third level slot is not the same as third level spells. Lack of high enough attribute prevents learning and casting third level spell. When you use 3rd level slot to cast 2nd level spell you are casting 2nd level spell. Which does not violate ability score limit. It was covered somewhere before, but I would have to search for it.
