Ok, maybe I haven't read the magic rules carefully enough, but I don't believe I have seen this question resolved.

If I throw a major image fireball at someone, what exactly is the imapact? If they fail the illusion will save, does it do damage of a sort?


Only if the illusion spell being used is of sufficient power to do so.
Shadow evocation mimics other spells but they're less effective than the real thing, whereas phantasmal killer is save or die.
But minor image won't do it. Just look at the descriptions of the spells for guidance.

Essentially it's just not a very effective illusion. Unless your GM is kind enough to rule that your enemies drop prone when they make their reflex saves it's just not likely to cause much of an effect.

Figments do not cause damage.
