Question about summon monster

Rules Questions

Does summoning monsters effect the CR of a battle? Do you reward XP for monsters summoned during a battle by enemy NPC's?

Example: CR2 battle lv 1 goblin sorcerer and 4 kobolds. If the goblin starts summoning dire rats every turn of the battle does this change the CR and EXP of the battle?

I ask because since its a spell would that be factored into the exp of the caster or does it change the value, and CR of the fight?

Spells are factored into the CR, After all, the rats last for 1 round only.

I read in the DMG, or Monster Manual, or somewhere...that any creature with the ability to summon other creatures (such as most devils and demons) has that ability factored into its Challenge Rating. As a DM, I've sometimes wondered why my demons get slaughtered so quickly, until I realize that I had forgotten to have them summon in hordes of their buddies to even things out a bit.

Any challenge that is generated by the use of daily expenditure of resources are part of the original challenge. The sorcerer in your example is doing that instead of something else. It doesn't add to the CR.

A challenge generated by spells cast on a different day does add to the daily expenditure. For example, an evil cleric animates dead to get a body guard of zombies and skeletons. Three days later, he and the zombies fight the PCs. The CR is the combination of the cleric and his undead minions. If, on the other hand, he summoned them and then went immediately into battle (without that spent spell), then they would not count for the CR.

That's the basic idea. However, you need to apply some common sense as well. If an encounter seems much stronger than otherwise, maybe it's worth more XP.

(Note: this is how it worked in 3.5. I know the CR/encounter system somewhat different. I'm not certain if exactly and/or explicitly the same here)
