So, the whole idea behind this monster came from a rather long series of inside jokes between myself, my wife, and some of my friends. So if you don't understand why it does shock damage, well that's all right. The plan behind this creature is not to do damage really, but to absorb a lot of it. So tell me what you think, mostly about whether or not you find it sutible for a CR10. I'd like to try it out this weekend, but want as much fine tuning as I can before I actually play-test it. Checking your stats:
I think the saves should be Fort +14, Refl +8, Will +4. (magical beasts have poor Will saves)
I think the bites should be +20 to hit and 2d6+7 to damage. ( -1 size penalty to hit; weapon focus doesn't increase damage)
I think the "paw" should be +14 to hit and 1d6+3 damage. (secondary attacks get full strength bonus to hit then -5 for being secondary; base damage for large secondary attack is 1d6).

When it comes to new monsters, there's no need to give them the Improved Natural Attack/Armor feats, just give them the numbers you want. Same thing with Toughness.

Thanks for the ideas and feedback. Low-light vision is an obvious, and I don't know why I didn't think to add in speed. As for the will saves, it has a "good" will save because of the two-heads. Which is common in most two-headed creatures.
As to its history, it all started with a dream. A dream of three people walking (myself, my wife, and our old room-mate) with a dog (my former room-mates). When suddenly, we were attacked! Leaping from the bushes came multiple enemies. And then the dog attacked. Growing from a 25 lb weakling into a massive creature that chased away all of the enemies. When my wife shared the story of this dream with us, we laughed so hard it hurt. The dog in question is such a little chicken %$#@ that it was impossible for us to imagine her scaring anyone or anything. This dog shakes when the heater turns on. As for the shock damage, said dog also conducts a lot of static electricity.

Since it has magical beast HD, the "poor" Will save progression is set.
Might I recommend a special ability...Dual minds (Ex): Whenever the two-headed dog bear would make a Will save, it instead makes two Will saves, one for each head. If both heads succeed or fail, resolve the situation as normal. If only one head fails the Will save, then the head that succeeded automatically gains control of the dogbear's body, and only the head the failed (and its bite attack) is affected.

Multiple heads means different things to different people.
06:Second Head, can perform mental actions at same time. Can cast and move at same time.
I may have to change that depending on how Ettins and Hydras are.
The Ettin gets 2 primary attacks, which is better than 2 weapon fighting. Both bites are primary attacks.
