In Andoran - Spirit of Liberty, there is a PrC called Steel Falcon that has a 2nd level class feature that reads:
Heroic Speech (Su): At 2nd level, a Steel Falcon can inspire his allies with tales of greatness, heroism, and the ideals of Andoran. This functions like the inspire courage aspect of bardic performance, treating the Steel Falcon’s class level as his bard level for determining the effect; if the Steel Falcon is a bard, his class levels stack with his bard levels to determine the effect of this ability and the effect of his inspire courage bard ability. The Steel Falcon can use this ability a number of rounds per day equal to his class level plus his Charisma modifier.
Does this meet the Battle Herald entry requirement of the Inspire Courage class feature? Can the Battle Herald then use Inspiring Command to invoke Heroic Speech like he can use it to invoke Inspire Courage? Basically, can Heroic Speech be considered the Inspire Courage Bardic Performance for all intents and purposes?

Since it stacks with real IC not only to determine the effect of Heroic Speech, but to determine the effect of Bardic Inspire Courage, it sounds like it is the real deal and I would certainly allow it to count.
Now I don`t know why the writer didn`t choose to call it Inspire Courage, since it could still be given the Andoran specific flavor / requirements for HOW you Inspire Courage, so I don`t `officially` if it should stack... but I don`t see allowing it to do so is unbalancing or anything.

I would say that RAW it does not fulfill the requirement of inspire courage. To fulfill it, it would have to be actually named inspire courage or have a line in their that says something similar to "Heroic speech counts as inspire courage for the purpose of meeting the prerequisites of prestige classes, feats and such".
It also seems that you cannot use feats like extra performance, something which you can do in the case of some other class features. This also implies for me that it does not count as bardic performance.By the way, I like that class and that Golarion country, just recently ran an adventure there :-)
