I believe it counts as a healing effect, so yes, it should stop most bleed damage (much like stabilize does) unless that bleed damage has it's own special rules
However,
since it can only stabalize, to me, it wouldn't work until they were at 0 or less HPs. At that point, it can perform a healing effect, and stop the bleed damage.Prior to that, I think you could just make a heal check to stop the bleeding.

Well, the spell Stabilize is a conjuration (healing) spell. So if it replicates this effect i'd say it should work.
But, i honestly don't think it's balanced/intended.
RAW, yes. RAI, i wouldn't.
The spell only works on someone who's at 0 or less hp. I don't think allowing the spell or the effect work to stop bleed damage on someone who's at negatives is unbalanced.

And it certainly isn't something bad. Preventing player death without reducing the challenge the party faces is something that's nearly always positive, so I can't see any reason why not to allow it.

I’d have to agree with mdt with the exception that the character has to be at least -1 HP’s, not 0, as at 0 they are only disabled, not dying, and therefore do not need stabilization.
But I view Sacred Touch as it stopping effects that worsens the ‘dying’ condition, which includes taking bleed damage.
