True Judgment, Slayer and even the spell Flames of the Faithful all make reference to the Judgment either being at full strength or resetting to starting values.
Now, here is the problem. If you read the description of Judgment as it was published in the Advanced Players Guide it appears to be an all or nothing ability.
Now, I did play an Inquisitor when they were Beta testing so I know how it use to work. With everything starting at 1 and building to 3 over 3 turns, but they changed it in the book to 1 plus 1 every 3-5 levels based on the ability. But there is no mention of it having to build.
Did the people that changed the Judgment ability just forget to check all the other abilities that work off of Judgment or did they just not make it clear that it should build starting at a 1 point bonus and working its way up?

They have not made an official errata file yet. They have a FAQ section which does not seem to have the answer but I will post here anyway because it clarifies some other things. The official answer to your question is on the boards here.
