No, it's working Just As Planned, because it keeps the wrong people out of rules discussion. You know, the roleplayers that ruin rollplayer discussions with their opinions that are wrong.
Oops. I wasn't kept out. ::Picks up word and cracks it over his knee, tossing it on the rubbish heap::

Apologies if your head just exploded.

Oh, so now there's something wrong with what I eat, huh? You know, not all of us have a choice in the matter. We heart-beat challenged don't have a choice. Stop the hate!!

That is a misconception, they merely replaced it with a point buy system so that the GM must purchase the ability instead of it just being another attack option like a Haymaker.

I wish people would shut up about broken already. Have you even tried it? It works perfectly well in my group. I can only assume you are a complete moron and are doing it wrong. You seem to be the only person with a problem here. Why don't you go troll somewhere else with like minded fools.
Please be reasonable. Some people interpret Broken in different ways than other do. Can't we just get along?

Nothing to see here, move along.
Good luck with that!
