Reincarnate has a 1,000 GP in oils Needed. Is that Material or the Divine Focus? I always thought it was the Material, but the scroll of Reincarnate does not increase in price in consideration of this.

The spell says
"Components V, S, M, DF (oils worth 1,000 gp)"
It can't be M/DF (it only works for spells with Arcane versions)
DF can be the usual focus of the caster, not an special focus.
If the oils are the DF, then what's the Material component?
IMO the scroll price is wrong, where is that scroll listed, the GMG?
The same wording is used for True Resurrection but not Raise Dead btw.
