Me, I would simply add 50% to the cost of a Metamagic Rod of Quicken Spell and then add that price to the weapon.
Why?
I did just one calculation because I didn't feel like researching everything in the Intelligent Weapons section. So I took the first power on the list: cast a 1st level spell once per day. Then I figured out how much that should cost on a weapon (intelligent or otherwise):
SL x CL x 2,000 for a use-activated spell = 2,000 GP
Used only once/day = divide by 5 = 400 gp
No space limitation = x2 = 800 gp
Multiple different abilities = +50% = 1,200 GP
And, oddly enough, that's exactly what the core rules says to add to the cost of an Intelligent weapon. 1,200 GP for a 1 use/day first level spell. A perfect match.
And since that calculation includes the +50% for multiple different abilities, it seems the same should apply to the rod.
Side note: you add the 50% to the cheapest power. But that's a loophole I would never even consider with an intelligent weapon. The creator could save many many thousands of gold by making it Greater Quicken AND 1 Cure Light Wounds/day and then only pay +50% on the 1,200 gp. That said, I would evaluate it like this: if the entire intelligent weapon costs less than the Rod of Quicken Spell, then I would let the creator apply the +50% cost to the entire weapon. No exploits allowed in my game...

I would use the Rod cost as a starting point and by the looks of things metamagic rods cost 1500gp (lesser), 5500gp (normal), 12250gp (Greater).
So I would use that as my cost.
As for can this be added I would say yes as long as you have the metamagic feat quicken spell, as well as the rest of the requirements to create your weapon.

Here's what I would suggest:
Start with a masterwork version of the weapon you want your rod to be. I would limit myself to rod-like weaponry, like quarterstaves, maces, etc.
Add an enhancement bonus appropriate to the power you're going to be imbuing it with. For a lesser metamagic rod of quickening the enhancement should be fairly high. I would probably go with a +4, personally, but that's up to you and your GM to decide.
Then add the cost of the rod. You're effectively creating two magic items in one fell swoop, so I wouldn't reduce the cost at all. Basically, the cost is going to come out as though you added a weapon enhancement to a lesser metamagic rod of quickening that happens to be shaped like a club.
Then add the cost of intelligence and whatever special powers the intelligent item possesses.
I would require that the creator (if it is being crafted from scratch) possess both the Craft Rod and Craft Magic Arms and Armor feats, as per the weapon/rods in the CRB.
This method doesn't do anything to make the item inexpensive - though a rod of quickening is never terribly inexpensive. It also doesn't have much benefit over duct-taping an intelligent rod to a magic greatclub mechanics-wise - but I imagine that if you're asking the question you're more interested in the flavor of the item.

I am sad to say that by RAW I don't see any way for this to work. That is by making a weapon, enchanting it to make it intelligent, and the adding the powers of a metamagic rod.
The only way I can see to do this is to make the Metamagic Rod intelligent in it's own right and if you want to make attacks with it then you will just have to deal with the non-proficiency penalties.
