Nope.
As a rogue gains experience, she learns a number of talents that aid her and confound her foes. Starting at 2nd level, a rogue gains one rogue talent. She gains an additional rogue talent for every 2 levels of rogue attained after 2nd level. A rogue cannot select an individual talent more than once.

That said, I'm not sure that it would be unbalancing to do so. You wouldn't get a second first level spell until eighth level (assuming you require minor magic 2x to take major magic 2x). Two first level spells a day at that level is hardly game breaking, especially since the rogue would have no other talents. Ask your GM.
At that point, a 1 level dip into sorcerer or wizard might be worthwhile. A Cha of 12 gives you 4 first level spells per day and you know two spells. An Int of 12 gives you 3 first level spells per day (if you specialize) and 4 spells known. You also get powers that are on the level of a first level spell. The only downside would be if you cared about the caster level of the spells.
