True Strike + Hydraulic push

Combat maneuvers are also attack rolls, so assuming the spell calls for a combat maneuver check, then you would absolutely get the +20 bonus.

In the right circumstances, you might even want to burn a 5th level spell slot to quicken the true strike. =)
