A wizard specialized in evocation gets Force Missile at first level. It seems to basically be a slightly modified magic missile with a different damage output (which is cool and is very useful!)
The question is, it says the Force Missile acts as Magic Missile. So, at higher levels, does the Evoker get more than one Force Missile per casting like Magic Missile or are the number of missiles limited to one per casting?

I would say no. In reading it on the PRD, the reference to the force missile acting as a magic missile is modifying the fact that it automatically strikes the foe.
That reference means they didn't have to repeat the text from Magic Missile that says "The missile strikes unerringly, even if the target is in melee combat, so long as it has less than total cover or total concealment. Specific parts of a creature can't be singled out. Objects are not damaged by the spell." Much easier to just say "as magic missile".
When you compare it with the other specialist abilities that are gained at level 1 that allow a combat strike 3+Int times per day, none of those scale up in quantity with levels either.

The ability says:
"As a standard action you can unleash a force missile that automatically strikes a foe, as magic missile.The force missile deals 1d4 points of damage plus the damage from your intense spells evocation power. This is a force effect. You can use this ability a number of times per day equal to 3 + your Intelligence modifier."
I read this to mean that is seeks as MM does and that is it.

I think the key phrase is "unleash a force missile". In other words, a missile (one) strikes a foe the way a magic missile strikes a foe.
Nowhere does it say "unleash a spell-like ability that functions exactly like the Magic Missile spell".
So when we interpret it as the OP says "the Force Missile acts as Magic Missile" then we need to expand that interpretation just a little:
Correct: a missile unleashed by the Force Missile ability acts just like a missile unleashed by the Magic Missile spell (except the damage is different).
Incorrect: the Force Missile ability acts just like the Magic Missile spell.

This is a DM's Judgment Call. The RAW text can be interpreted either way.
Me, I say the opposite of what MisterSlanky says. Each missile from Force Missile works like a missile from Magic Missile. Missiles from the latter are stopped by a Shield spell so missiles from the former should be as well.
Furthermore, the reason Shield stops Magic Missile is that the missiles are made of "force" which gives them certain advantages like being able to hit incorporeal cretures normally, but also gives them the disadvantage that they can be blocked by a large shield made of "force". Since Force Missile explicitly says that it is a force effect, it seems like it should share the same advantages and disadvantages "as Magic Missile".
