I need to create a tiny greensting scorpion for a witch's familiar, but I don't know how to change the stats of the creature. The only relevant template I saw was the Young template, but it only lowers the size of the creature by one degree, while I need to lower it from three degrees (from Large to Tiny, the default giant scorpion being Large). How do I obtain the stats of a Tiny sized giant scorpion? Which template should I use and where can I find it?

Page 293 of the Bestiary. For a tiny scorpion the physical stats would change due to size. The mental stats would remain unchanged.
The familiar would end up with the following stats.Str- 2
Dex- 14
Con- 8
Int- Varies depending on level
Wis- 10
Cha- 2
The poison would remain unchanged as far as I can tell from the rules so it looks like you lucked out there. Oh, and it can use the Grab ability on diminutive and fine creatures. How silly.

Somehow, I ended up with completely different stats. I think I found the actual answer to the question (while yours might be true, it does sound very simple) in the section that explains how to add HD to an existing creature (right after the explanations on the different simple templates), which also works backwards to remove HD from an existing creature.
Basically, the creature now has these stats : http://www.pathfindersrd.com/bestiary/monster-lists-and-details/-s/scorpion /greensting-scorpion
The only problem with these stats is that a creature that loses 4 HD also loses one ability point ("For every 4 additional Hit Dice gained by the monster, add 1 to one of its ability scores" used backwards to remove HD). Since the Large scorpion has 5 HD and the Tiny one has 1 HD, I just removed one ability point (witch player's choice) and it was all fine.
