Sorry, but no. That feat uses a standard action, but so does Charge.
I was wondering if the following ability would allow two weapons on a charge.
Doublestrike (Ex): At 9th level, a two-weapon warrior
may, as a standard action, make one attack with both
his primary and secondary weapons. The penalties for
attacking with two weapons apply normally. This ability

The charge is a full round action*, which prevents you from applying any fancy move to your attack made as part of it. SO, like vital strike, you can't apply this Doublestrike to your charge attack.
*unless you're a zombie or are in the surprise round, but this is corner case

"If you are able to take only a standard action on your turn, you can still charge, but you are only allowed to move up to your speed (instead of up to double your speed) and you cannot draw a weapon unless you possess the Quick Draw feat. You can't use this option unless you are restricted to taking only a standard action on your turn."
Also, by fancy moves, I meant you can't apply combat feats or abilities that use an action type.
You can pounce, for example, on a charge, but it is specifically called for and described in the ability.
Also, combat maneuvers can be attempted on a charge. (don't quote me on this, but i think you can apply them whenever you make an attack roll).
