Can you 5 ft step if it counts 2 (10 ft) to move 5 ft?
No. Page 189 of the core rules says "You can only take a 5-foot step of your movement isn't hampered by difficult terrain or darkness"
You need the Nimble Moves feat to 5ft step in difficult terrain.
