Would it be legal for a Halfling Rouge to use a Halfling slingstaff in place a bow or crossbow for the Accuracy ability?Depends if the cosmetic product was self-aware or not.
Now now, a halfling is free to go rouge if he like. It's not our place to judge.

RAW, the answer would be no. It specifies bow or crossbow. If it had been ranged weapon, sure. Now, your gm may be willing to let you switch, but that'd be up to him.
