Cockatrice Strike looks to be a capstone feat for the Scorpion Style feat tree. But it has a +16 BAB requirement, which means singleclassed monks cannot take it. Was it supposed to be allowed as a monk bonus feat and the wording left out by mistake?
Interesting. Certainly seems like it was intended for monks - it's a rather "supernatural" feat for most fighters to take, and (BAB aside), far more difficult to qualify for. I expect that this feat will see errata.

Personally, until we hear something official... I would just assume they got the BAB tracks mixed up between the High BAB and Medium BAB... and just change the requirement to whatever the Monk gets at level 16.

Of course, it could also be that this was also intended as a possible extra Monk Bonus feat (hence, requirements would not apply) but I glanced through the Monk section of the APG and didn't notice it there.

That's a HORRIBLE feat by the way.
BAB +16, a lot of pre-req, target has to be in certain conditions, Full-round action AND a critical hit must be made to work, AND there is a save, no one in their right mind would take that.

The conditions that it requires are the results of the Scorpion Style (hinder) -> Gorgon's Fist(Stagger) --> Medusa's Wrath(apply Stunning Fist) or Cockatrice Strike as the finisher. It would work incredibly well if the monk was partnered with a status rogue, since the monk can manage two, the rogue could manage a couple more, and heck, a fighter could manage the rest...
Though I will somewhat agree with your assessment of the feat. That single feat may herald the coming of other such feats in Ultimate Magic or Ultimate Combat that do similar things. While I like the idea of a monk generating an external effect (to follow from the internalization vs. externalization of magic that contrast with monks vs arcanists), there may be other feats to come that may start getting funny. I expect to see feats that start duplicating the effects of 'X' level spells, such as "Banishing strike", or something similar.

It's a neat feat, but that "the attack must be a critical hit" sinks it for usefulness. Since there's absolutely no way to guarantee a critical threat with unarmed strikes, and unarmed strikes have a horrible threat range, you're basically gambling your turn on a 10% chance to actually be able to use your Ultimate Mystical Kung Fu feat. Bleargh.

what i was trying to point out is its not just a single Attack. To use this you need to meet the Requirements of.. Gorgons Wrath do you not?. Which means wouldnt attempting to do this maneuver give you 3 unarmed strikes. Or would a crit from only the first one matter for turning an appoinent to stone?
if thats the case i kind of agree a bit meh.. a shame the thematics of it are awesome.

No, Medusa's Wrath only triggers when you make a full attack action with at least one unarmed strike. Cockatrice Strike specifically says it's a full-round action to make a single attack, which means it can't be a full attack action. It'd be better if it worked as you described, but it'd still be only a ~25% chance to work and would cost you a ton of damage.
