What is a Surprise attack (SQ) found for a ghoul in "Carrion Hill" adventure?

Does this rogue talent (surprise attack) supersede/overcome a surprised target's uncanny dodge?

For example, a rogue with this talent surpises a Barbarian with Uncanny dodge. Can the rogue use his sneak attack (i.e. was the barbarian caught flat-footed)?

These two abilities seem opposed:
Surprise Attack: "...opponents are always considered flat-footed..."
Uncanny dodge: "...cannot be caught flat-footed..."

Uncanny Dodge would prevent your rogue from SA'ing your barbarian.
Surprise Attack is for getting SA on those poor saps who don't have UD.

UD description includes how to get around the targets DEX bonus.
