I'm sure plenty of you have already thought of it, but I'm pondering how it should be done to be useful. It has the obvious problem of requiring a large eidolon, so it's not a concept that can be done in early levels. Other problems involve trying to figure out how to make a ranged-focused aerial eidolon as well as developing a decent enough ranged attack for the rider.
Any ideas?

I'm missing the reference, I could offer better advice if you could explain what you want.

With the pointy horn/nose, I suggest the Gore evolution.

For the PC I would go with elf for the race (free Longbow prof.), and for feats: Mounted Combat, Mounted archery, Point blank shot, Precise shot (or rapid shot), Vital strike (or many shot), in that order (that gets you up to level 10)
For the eidalon, I would start with a serpent base (the pictures and videos I saw showed few or no legs) with the following evolutions: limbs(legs), Large size, Fly (multiple times for better speed). For ranged combat, go spell like ability 3 times (magic missile would be low damage, but wouldn't require a Cha boost, saving throw, or an attack roll) also breath weapon at higher levels.
Something like this for an eidalon for a level 6 summoner:
