I just want to know a thing: when a fighter is near enough to a foe, that he can do a full round action, can he perform a vital strike (a standard action) whereas he would be able to do a full round action? The question is, when you are in a "full round action", can you do only a standard action (without taking your move action)?

You can take a mere standard action and forget about your move action. You can also take no action at all. Nobody forces you to do anything.
So yes, you can just make one attack with vital strike (though in most cases, it's probably better to do all your attacks. Only if you're having a hard time hitting with your other attacks, or even your first, can it be an advantage to put all your eggs in one basket)
