Gnome magic question

I'm pretty sure this was asked somewhere and I missed it, but I simply cannot understand this:

What does this mean? from where I see it it could be either:

1. Pathfinder has a system where you roll for disbelief from your own spell.

2. Only casters gain the +1 bonus against illusions they are capable of casting themselves.

It's number 2. Basically gnomes sort of get a little version of spell focus (illusion). All casters and some rogues can take advantage of this racial ability.


Not +1 on saving throws, +1 DC to saving throws of spells they cast.
So a 1st level illusion would be DC 10+1(level)+1(gnome)+ability modifier.
